- Intensify efforts to reduce chronic diseases.
- Continue the circle of service delivery reforms.
- Assure the quality of the system at all levels.
- Reduce inequality.
- Strengthen the public health system.
- Ensure the availability of the guaranteed volume of free medical care (GBMP) and expand coverage of additional cost-effective social benefits.
- Introduce compulsory social health insurance (CSHI) that is aimed at improving efficiency of the system.
