Dear colleagues!The presented work is original. The author's research describes the topical issue of interaction within society to solve both global and regional environmental problems.Using the example of the USA, the author analyzed a sufficient number of scientific publications for almost 3 decades, highlighting the levels of interaction with the community. The author finds that most of the research dealing with environmental movements is related to community formation and leadership, and few actually deal with the work of changing the environment by legislation. It is interesting because it points out the insufficiency of research in this field.

The author should develop a discussion on the cause of this. Why is it difficult to study legislative behavior? Also, it seems that behaviors such as community formation and legislation should be analyzed in an integrated manner, but why are there so few such studies? Community formation is only an intermediate purpose and is meaningless if it does not lead to final action. It is desirable for the author to carefully discuss the causes and future prospects of this area. Also, please include the results of this discussion in the summary and conclusions.
