It is a work of high quality and I agree that it can be published. Please notice that at line 140 in the expression of bw the exponent is missing.
The presented methodology estimates the turbulence characteristics of the wind field by using the wind data selected at a few locations. In this way, the wind loading of a structure (like the examined bridge in the paper) being exposed to a nonzero yaw wind angle will be more realistic. Their idea was borrowed from earthquake engineering in which however the phenomena are of much smaller duration. The paper is well written but it is not very easy to read. I would probably ask the authors to be more analytic in the results paragraph. The conclusions are consistent with the presented arguments. Regarding the main question posed, I would like to see how the wind characteristics would vary along the 5km bridge.

This study provides an algorithm to simulate the yawed wind dynamic load. The manuscript is overall well-structured and written. The innovative methodology and scientific approach are very valuable to be applied to the design of super-long span bridges in coastal areas. I think this paper is publishable in the current form.
