In this paper, the authors analyze the TCP performance in a high bit error rate (BER) using both simulation and theoretical modelling. The paper provides nice examples to show the effect of varying channel conditions on the existing TCP protocol performance.  The authors have defined their technical contributions clearly. The paper's presentation style is also good however the organization of the paper should be improved. There should be clear separation between theoretical analysis and simulation work. Therefore I recommend minor revision.

 

Some  comments:

- The figures need to be redrawn according to journal standards. For example, Fig. 2, 3 seems like a drawing rather than a simulation plot.

- The figures results are not given in detail,  e.g. Fig.7 and 8 descriptions are short and not very detailed for a subsection. I recommend the authors to revise the text accordingly so that the figures are best explained inside the manuscript.

- In some sections, e.g, on page 13 line 356, the text should be in homogenous format as the original one.
