Special Issue Information

Dear Colleagues,

Climate change has become an important issue of widespread concern to the international community. In recent years, many countries around the world have formulated a series of policies to improve energy efficiency, develop renewable energy, and clearly put forward carbon peak and carbon neutrality timetable. While addressing the challenge of climate change, it also provides a new opportunity for economic development, namely, a low-carbon economy characterized by low energy consumption, low pollution and low carbon dioxide emissions. In addition, as an important driving force of economic and social development, enterprises are also the main participants and beneficiaries of low-carbon economic development. How to improve the competitiveness of products and services in the development of low-carbon economy and grasp the opportunity of low-carbon development will be an urgent problem to be solved in the development of enterprises. The aim of this special issue is to present the original research and review articles on the latest theoretical and practical achievements that will contribute to the field of low carbon economy and enterprise carbon emission reduction behavior, in all branches of environment science and social science. Potential topics include, but are not limited to:

The European Union targets aim to replace the non-renewable energy sources (non-RES) of coal, oil and gas (COG) generation with RES and storage (RES-S). The replacement of COG-generating units will lead to a decrease in CO2 emissions and a better living environment. Starting from this desideratum, in this paper, we create several scenarios to replace COG in Romania with RES-S, reconsider future energy mixes and engage with a more creative planning in order to meet the clean energy transition path. The energy shortages, especially in European countries after the Russian invasion of Ukraine, led many governments (including the Romanian, Polish, etc.) to think more about short-term supply issues and less about medium- and long-term power system planning. However, the decision makers of the European power systems have to decide how fast to avoid firing coal, how fast to adopt RES and how fast to invest in flexibility sources, including storage stations to enable a higher integration of RES. Therefore, in this paper, a holistic view to envision the RES and non-RES contribution to the load coverage in Romania for a smooth transition to a low-carbon economy is provided. The results show that an initial mix of wind, photovoltaic (PV) and storage systems is preferable to substitute 600 MW of installed power in coal-based power plants. Furthermore, the case of Poland—the European country with over 70% coal in its generation portfolio—is also presented as it can serve as a good example. Full article

Green credit is an indispensable funding source through which China can achieve its carbon neutrality goal. This paper quantifies the influences of different green credit scales on energy structures, carbon reduction, the industrial economy, and the macroeconomy. It creates a green credit mechanism related to green technology innovation in a Chinese carbon neutrality computable general equilibrium (CGE) model and integrates energy, environmental, economic, and financial (3EF) systems. The green credit scale can influence green technology innovation and hence CO2 emissions. The results show that (1) green credit can accelerate China’s achievement of its carbon neutrality goal, and the larger the green credit scale, the less time it takes to achieve goals; (2) the influence of green credit scales confers marginal decreasing effects with realistic policy considerations; (3) using a cost–benefit perspective, 60% is the most appropriate green credit scale to use to achieve dual carbon goals in China; (4) the different green credit scales have a heterogeneous impact on the industry output, and high-carbon-emission producers from nonenergy industries need to pay attention to their green credit risk. This research provides a scientific reference for the policy design of China’s future green financial market development. Full article

Emerging countries are approaching economic prosperity. However, the development process has enhanced their ecological footprints, thus promoting low-carbon competitiveness among E7 countries’ industries. Therefore, it is essential to identify the factors that affect a country’s ecological footprint (EF) in order to safeguard the environment. This study explored the effect of financial development, human capital, and institutional quality on the EF of emerging countries. Furthermore, we explored the effect of financial development on the EF of emerging countries through the human capital channel. In addition, we investigated the role of institutional quality in the financial development–EF nexus. Using panel data from 1990 to 2018, we employed the cross-sectional autoregressive distributed lag (CS-ARDL) technique to conduct a short-term and long-term empirical analysis. The empirical outcomes revealed that financial development degrades ecological quality by raising the EF. The findings further demonstrated that human capital and institutional quality reduce the EF. Moreover, financial development fosters environmental sustainability through the channel of human capital. Additionally, institutional quality reduces the negative ecological impacts of financial development. The causality analysis suggested that any policy related to financial development, human capital, and institutional quality will affect the EF. However, the inverse conclusion was not sustained. Based on these findings, emerging economies should increase their environmental sustainability by promoting human capital and effectively using financial resources. Full article

2011–2019 was the critical period of the low-carbon transformation of the power industry, reflecting the deepening influence of market mechanisms. Decarbonization of the new power system is a systematic project that needs to strengthen the top-level design and overall planning. Therefore, the paper first evaluates the decarbonization of the existing power system and controls the grid architecture, power structure, energy utilization, supply chain, and trading market to further optimize the system by strengthening the basic theoretical research of the new power system, exploring the key elements of the low-carbon development of the power system, promoting the breakthrough of the key subjects, and formulating the new power system decarbonization path. In the international push for carbon neutrality goals, identifying key factors in the decarbonization of the power system is critical to achieving low-carbon development in the power sector. Combined with the characteristics and development trends of the power industry, the five dimensions of “Power generation decarbonization (SP)”, “Energy utilization efficiency (EU)”, “Supply chain decarbonization (SC)”, and “Power grid decarbonization (PG)”, and “the Trading system (TS)” are selected to construct an evaluation index system for the power decarbonization and identify the key factors. The Analytic Network Process (ANP) Method is used to calculate the index weight and measure the decarbonization level of the power industry in 30 provinces in China from 2011 to 2019. The evaluation results reveal that the overall decarbonization level of the power industry is on the rise and has stabilized after peaking in 2016. The regression results of the systematic GMM estimation show that “the intensity of cross-regional transmission”, “the degree of carbon market participation”, “technology innovation”, and “policy support” can significantly promote power decarbonization, and different regions have heterogeneity. Therefore, we propose to achieve technological innovation and upgrading in the eastern region, strengthen the construction of smart grids in the central region, optimize the power structure in the western region, and improve the market mechanism as a whole, to form a low-carbon development path for the power industry. The environmental impact of carbon emissions and the carbon footprint from tourism activities are significant for promoting low-carbon development in the tourism industry. This paper employed a bottom-up approach to estimate the carbon footprint and energy consumption of China’s tourism industry. Then, the three-stage undesirable SBM-DEA model was employed to evaluate and decompose the eco-efficiency of China’s provincial tourism industry from 2008 to 2017. The results showed that the eco-efficiency of most provinces has experienced a slight increase during the past ten years, while management inefficiency within the tourism industry has been the main restriction of the utilization of tourism resources in most regions. The decomposition and quadrant analysis indicated that scale efficiency was the direct driver of the poor ecological performance in Northeast China, while technical efficiency dominated the tourism eco-efficiency in South-Central China. These two issues have together led to the poor utilization of the rich tourism resources and the natural environment in Southwest China. On the basis of these discussions, differentiated policy implications towards different kinds of regions were provided to promote low-carbon development and to realize the potential of tourism resources in China’s tourism industry. With the gradual popularization of carbon trading, individual carbon emission behavior will come with carbon costs, which will have a significant impact on the network freight platform carrier drivers. Therefore, in order to improve the stability within the network freight platform, this paper considers the fairness of benefit distribution among network freight carriers and aims to offset the impact of carbon cost to a greater extent by reducing the relative deprivation of the network freight platform carrier group, so as to finally realize the benign operation of network freight. This paper introduces a number of indicators such as contribution value, expectation realization degree, and relative deprivation feeling, and establishes a dynamic benefit distribution optimization model oriented by relative deprivation feeling. Based on the basic characteristics of the problem, the ant colony labor division model is extended, and the corresponding algorithm is designed to solve the problem. By introducing the contribution value, contribution rate and expected return to reset the stimulus value of the environment and the response threshold of agent, the relative deprivation sense is used to quantify the degree of unfair benefit distribution, which is used as a benchmark to dynamically coordinate the benefit distribution of the carrier group and optimize the benefit distribution scheme. The experimental results show that the extended model and algorithm designed in this paper can significantly reduce the relative deprivation perception of the carrier group in the online freight platform at a low cost. In the realistic context of the development of China’s digital economy and carbon peaking and carbon neutrality goals, to efficiently achieve high-quality economic and green and low-carbon transformation, this paper investigates the impact of digital economy development on the carbon emission efficiency of 30 Chinese provinces and cities from 2011–2019. In this paper, firstly, the digital economy development index and carbon emission efficiency are calculated by the entropy method and the Super-SBM-Undesirable Model. Secondly, the Spatial Lag Model (SAR) and the Spatial Durbin Model (SDM) are respectively constructed under the adjacency matrix and the geographic distance matrix to empirically test the spatial impact of the digital economy on carbon emission efficiency. The results show that: the digital economy development and carbon emission efficiency of Chinese provinces and cities both show the spatial distribution characteristics of stronger in the East and weaker in the Middle and West; the digital economy development in Chinese provinces and cities has a significantly positive direct and spatial spillover effect on carbon emission efficiency; there are differences in the direct and spatial spillover effects of various dimensions of the digital economy development on the carbon emission efficiency in Chinese provinces and cities; the direct effect of the digital economy development on the carbon emission efficiency in Chinese provinces and cities has significant regional heterogeneity among eastern, central, and western regions. This paper provides new empirical evidence for developing countries such as China to proactively develop a digital economy to promote energy conservation and emission reduction to realize green and low-carbon transformation. In order to solve the problems of improper order allocation and the lack of a carbon emission constraint system in the road freight transportation industry, this paper proposed an order allocation mechanism of network freight transportation with carbon tax constraints and established an order allocation optimization model with carbon tax constraints. Based on the basic characteristics of the problem, this paper redesigns the ant colony labor division expansion model, and designs a corresponding algorithm to solve the problem. By improving the update rules of the stimulus value and the threshold value, the matching difference between the order and the driver of the network freight platform is enlarged, and the matching relation-ship is dynamically adjusted, the order allocation scheme is optimized, and a more appropriate carbon tax rate range in this industry is explored. Furthermore, the problem is solved by a 0-1 integer programming algorithm, which is compared with the algorithm designed in this paper. Through multiple numerical simulation experiments, the effectiveness and feasibility of the algorithm are verified. The experimental results show that the order allocation arrangement of the online freight platform with carbon tax constraints is more economical and environmentally friendly. Full article

To achieve the goal of carbon neutrality, many countries have established regional carbon emission trading markets and tried to build a low-carbon economic system. At present, the implementation of carbon emission trading and low-carbon economic systems faces many challenges such as manipulation, corruption, opacity, lack of trust, and lack of data tracking means. The application of blockchain technology can perfectly solve the above problems. However, the data recorded on a blockchain are often multi-type and heterogeneous, and users at different levels such as regulators, enterprises, and consumers have different requirements for data types and granularity. This requires a quick and trustworthy method for monitoring the carbon footprint of enterprises and products. In this paper, the carbon footprint traceability of enterprises and products is taken as an application scenario, and the distributed traceability concept of “traceability off the chain and verification on the chain” is adopted. By reconstructing the pointer of the file structure of the distributed storage, an interactive traceability structure supporting type filtering is constructed, which enables fast retrieval and locating of carbon emission data in the mixed data on the chain. The experimental results show that using the interactive traceability structure that supports type filtering for traceability not only releases the computing power of full nodes but also greatly improves the traceability efficiency of the long-span transaction chain. The proposed carbon footprint traceability system can rapidly trace and track data on an enterprise’s and a product’s carbon footprint, as well as meet the needs of users at all levels for traceability. It also offers more advantages when handling large amounts of data requests. Full article

In order to study the interactive relationship between urban economic and ecological environment, taking Wuhan as an example, Landsat and MODIS remote sensing satellite data and social and economic data were fused with multisource data, and multidimensional indicators were selected to construct the comprehensive evaluation index system of urban economic and ecological environment. The weights were determined by combining subjective and objective methods. Then, the decoupling elasticity coefficient method and spatial autocorrelation model were used to evaluate the dynamic relationship and spatial relationship between economic development and ecological environment in Wuhan from 2014 to 2020. The results showed that there was an interaction between the urban economic and the ecological environment in Wuhan. The ecological level index had a spatial effect, the adjustment of industrial structure had a positive effect on the improvement of the ecological level, and the improvement of the ecological level was also helpful to promote economic development. The typical districts of Huangpi District, Xinzhou District, Jiangxia District, Hannan District, Caidian District, and Hongshan District had superior location and ecological advantages, as well as high development potential. Lastly, on the basis of the empirical analysis results, policy suggestions are made from four aspects: regional differentiated construction, green development, energy consumption, and wetland construction. With the commitment to peaking carbon emissions by 2030 and achieving carbon neutrality by 2060, the text analysis of policies related to peak carbon emissions and carbon neutrality has become a hot research topic in China. However, current domestic and foreign research mainly focuses on the impact and enlightenment of carbon emission measurement and other aspects and rarely optimizes the road to carbon neutrality through the analysis of policy texts. Based on both domestic and international research results, this paper takes 11 central government, ministry, province, and city policies as the research object, uses the PMC index model to calculate the PMC indices of the 11 representative documents, and draws surfaces. The results indicate that nearly half of the policies have excellent scores, but some policies still have deficiencies in terms of guarantee incentives and policy coverage. Given these shortcomings, this paper proposes that the government should provide technical assistance to industrial enterprises in addition to certain subsidies to reduce the energy consumption of enterprises in production and achieve sustainable development. While popularizing and developing low-carbon technology, enterprises should pay attention to personnel training and management, and use the digital economy to empower the transition to eco-friendly production. Based on the above research, the main contributions of this paper are as follows: to make theoretical and practical preparations for carbon neutralization and to provide suggestions for optimizing policies. Driven by China’s peak carbon emissions and carbon neutrality goals, each region should choose a suitable local implementation path according to local conditions, so it is of great significance to mine and analyze the critical influencing factors of regional carbon emissions. Therefore, this paper integrates grey relation analysis (GRA) and an improved STIRPAT model and selects the Yangtze River Delta region of China as the research object to analyze the factors affecting carbon emissions in four provinces in the region. Firstly, it uses the IPCC method to calculate the energy carbon emissions of each province. Secondly, according to the existing research, the relevant influencing factors of carbon emissions are sorted and summarized as candidate sets and this paper uses GRA to calculate the correlation degree of the above candidate sets. On this basis, this paper combines with the characteristics of the improved STIRPAT model to determine the index selection criteria and filter out the critical factors of each province. Thirdly, an improved STIRPAT model is constructed for each province to explore the influence of critical factors and analyze the influencing factors of carbon emissions in detail. The empirical results show that during the period from 2005 to 2019, the carbon emissions of the four provinces in the Yangtze River Delta are significantly different in structure and trend. At the same time, the critical influencing factors of each province are different and the influence of the same factor on different regions is significantly different. Finally, the policy suggestions for the provinces to achieve their peak carbon emissions and carbon neutrality goals are precisely tailored to the different carbon emission influencing factors. The need to reduce carbon emission to cope with climate change has gradually become a global consensus, which also poses a great challenge to cold-chain logistics companies. It forces them to implement green distribution strategies. To help the distribution companies reduce carbon emission, this paper studies two aspects—carbon tax value and investing in the freshness-keeping cost—and proposes corresponding solutions. A new green vehicle-routing model for fresh agricultural products with the goal of minimizing the total cost is proposed. To solve the model proposed, an improved ant-colony optimization (IACO) is designed specifically. On one hand, the experimental results show that the increase in carbon tax will restrict the carbon emission behaviors of the distribution companies, but it will also reduce their economic benefits to a certain extent, at the same time. On the other hand, investing in the freshness-keeping cost can help actively achieve the carbon emission reduction target, reduce the loss of fresh agricultural products in the distribution process, improve the company’s economic benefits and satisfy customers. The comparison results of different algorithms prove that the IACO proposed in this paper is more effective in solving the model, which can help increase the economic benefits of the companies and reduce carbon emission. This study provides a new solution for cold-chain logistics distribution companies to reduce carbon emission in the distribution process, and also provides a reference for government departments to formulate carbon tax policies. Under current conditions, the green economy concept has received a comprehensive response in achieving the sustainable development of regions. However, measuring green economic development progress is dynamic, quantitatively characterized by indicators reflecting various aspects. The difficulty lies in a comprehensive environmental sustainability assessment in a context that includes the territory’s environmental, social, and economic factors. The study aimed to assess the progress of the Republic of Buryatia’s (Russia) “green” economic development. The proposed methodology for constructing a composite index is based on five dimensions’ aggregation—resource efficiency, environmental efficiency, environmental quality of life, natural assets, and institutional factors. The composite index helped generalize the complex processes of the region’s environmental–socio–economic development. Its main feature is the reflection of the environmental specificity of the territory. We built a mid-term forecast of the composite and sub-indices, determined their future trend, and assessed the opportunities and conditions for the fastest transition of the Republic of Buryatia to a green economy. The developed composite index is a key tool for regulating green economic development progress, determining prospects, and region management. This paper attempts to fill the gap in a comprehensive assessment of the Republic of Buryatia’s current situation using a composite index. Full article

The development of “wise medical” is crucial to global carbon reduction. The medical sector not only has the moral obligation to reduce carbon emissions, but also has the responsibility to provide high-quality services to patients. Existing research mostly focuses on the relationship between low-carbon and wise medical, while ignoring the transformation of wise medical and patients’ opinions in the context of low-carbon transition. The paper crawls the text data of comments on the Zhihu platform (a Chinese platform similar to Quora), explores the focus of patients on wise medical through the co-occurrence analysis of high-frequency words, with a focus directly related to the role of wise medical treatment in carbon reduction, and designed a questionnaire accordingly. Using 837 valid questionnaires collected in Zhejiang Province, an XGBoost model was constructed to discuss the main factors affecting patient satisfaction, and the regional heterogeneity among the coastal area of eastern Zhejiang, the plain area of northern Zhejiang and the mountainous area of southwestern Zhejiang is discussed. The results show that patients’ focus on wise medical lies mainly in the convenience brought by digitalization and the actual medical effect, and the main factors affecting satisfaction with medical treatment are the flow of people in hospitals, optimization of the medical treatment process, the application of digital platforms, the quality of telemedicine services and the appropriate quality of treatment. In terms of regional differences in Zhejiang Province, wise medical is more developed in the plain area of northern Zhejiang, with better simplified medical treatment processes and the construction of a digital platform, while the mountainous areas of southwestern Zhejiang have better quality in telemedicine services despite the geographical environment. Eastern Zhejiang is somewhere in between. Full article

Carbon emission reduction has been a consensus goal for most countries to achieve environmental sustainability. The use of carbon emission trading policies has been generally considered by the governments. Remanufacturing, as an effective way to reduce carbon emission, is incorporated together with the tool of carbon emission policy to construct a low-carbon supply chain in this paper. We analyze the carbon emission reduction and profit maximization problem among enterprises of original equipment manufacturers (OEMs) and their outsourcing remanufacturers, integrating the impact of the carbon emission constraint policy and the carbon market. Considering consumer preferences on low-carbon products and recycling rates of waste products, we construct a Stackelberg game model (dominated by the OEM) and analyze the impact of a carbon emission constraint policy on sales price, volume, carbon emission, and revenue of new and remanufactured products in the supply chain system. The results suggest that the upper bound set by the government on carbon emission for enterprises positively affects sales volume of new products and negatively affects sales prices of both products. Moreover, the discount rate of carbon emission constraint negatively affects sales volume of new products and positively affects sales prices of both products. Notably, the carbon emission constraint policy has impacts on the production decisions of both manufacturers on an economic scale. When the upper bound of carbon emission is equal to a certain threshold, the OEM could obtain the greatest revenue. The results provide a new perspective for the government to attain the goal of carbon emission reduction and not sacrifice economic growth. Managers in outsourcing remanufacturers and OEMs could also be implicated from our results to collaborate in allocating remanufacturing orders to achieve win-win opportunities between them. The realization of China’s “double carbon” goal is of great significance to the world environment and China’s economy and society. Through the establishment of the “government–enterprise–public” evolutionary game model, this paper explores the interaction between government policy guidance, low-carbon technology R&D behavior of enterprises, and public purchase of carbon label products, as well as the micro-driving path, aiming to provide suggestions for the implementation of the “double carbon” policy and carbon label system in China. The results show that the choice of government, enterprises, and public strategies is closely related to their own costs and benefits. Public sentiment can effectively urge the government to actively fulfill its responsibilities. Effective government policy guidance plays a key role in low-carbon technology R&D behavior of enterprises. There is an interaction between low-carbon technology R&D behavior of enterprises and public purchase of carbon label products. Full article

To assess the green and low-carbon development of the Yellow River Basin (YRB) in China, this study utilizes an evaluation index system based on the framework of driving force, pressure, state, impacts, response, and management, and it measured the comprehensive scores of the co-benefits of carbon reduction and air pollution control in the YRB. The global Moran index was used to analyze the spatial correlation characteristics of co-benefits, and a generalized spatial measurement model was constructed to demonstrate their spatial spillover effects. The results show that the co-benefits steadily increased every year. The co-benefits had a significant positive spatial correlation and showed a development trend of “up–down–up”. According to the spillover effect test, the economic development level, education level, and intensity of environmental regulations had significant positive effects, while the level of urbanization and foreign investment had significant negative effects. Considering these results and the aim of promoting green and low-carbon development, clear detection of the spatial spillover characteristics of the co-benefits should be prioritized, followed by an understanding of the spatial transmission mechanism of carbon and air pollutant emission and transfer. Policy recommendations are also proposed including upgrading industrial structure, focusing on the development of modern services and high-tech industry, and strictly implementing the industrial environment access system. Nowadays, driven by green and low-carbon development, accelerating the innovation of joint prevention and control system of air pollution and collaborating to reduce greenhouse gases has become the focus of China’s air pollution prevention and control during the “Fourteenth Five-Year Plan” period (2021–2025). In this paper, the air quality index (AQI) data of 48 cities in three major urban agglomerations of Beijing-Tianjin-Hebei, Pearl River Delta and Yangtze River Delta, were selected as samples. Firstly, the air pollution spatial correlation weighted networks of three urban agglomerations are constructed and the overall characteristics of the networks are analyzed. Secondly, an influential nodes identification method, local-and-global-influence for weighted network (W_LGI), is proposed to identify the influential cities in relatively central positions in the networks. Then, the study area is further focused to include influential cities. This paper builds the air pollution spatial correlation weighted network within an influential city to excavate influential nodes in the city network. It is found that these influential nodes are most closely associated with the other nodes in terms of spatial pollution, and have a certain ability to transmit pollutants to the surrounding nodes. Finally, this paper puts forward policy suggestions for the prevention and control of air pollution from the perspective of the spatial linkage of air pollution. These will improve the efficiency and effectiveness of air pollution prevention and control, jointly achieve green development and help achieve the “carbon peak and carbon neutrality” goals. In today’s world, green development has become an important trend, and many countries regard the development of green industry as an important measure to promote economic restructuring. Green development is consistent with sustainable development in ideology. China’s economy is in the stage of high-quality development. As an important foundation for China’s external economic development, the free trade zone can play a good role in promoting its green and high-quality development. Based on the data of 18 free trade zones in China in 2020, this paper explores the green and high-quality development path of the China Pilot Free Trade Zone. Firstly, the green development index is constructed according to the existing research and experience, and then the fuzzy set qualitative comparative analysis method is used to evaluate the green and high-quality development path. The results show that the development of pilot free trade zones is not the result of a single condition but the result of a combination of green policy effectiveness, foreign investment participation, green production growth rate, and other conditions. Combined with the green and high-quality development path, this paper further provides enlightenment for the development of the China Pilot Free Trade Zone. Full article
