A very interesting and in-depth approach to an emerging issue for most European cities. 

The data gathering procedure is described adequately and the processing of the data is well-thought. A proposal for including in a future research attempt would be to train the machine learning algorithm to identify patterns taking into account the offered charging service aggrements by providers in the area of interest. A hint of such behaviour identification is presented in lines 344-347.

I recomend the article for publication.

Line 200: 'Stimulative Approaches' to be corrected to 'SimulativeApproaches'.
