- Identifying the research indicators after comprehensively reviewing the theoretical foundations of the research based on the target area.
- Collecting the opinions of decision-making experts: in this stage, after identifying the criteria, a decision-making group consisting of experts in fields related to the research topic is formed, and questionnaires are used to determine the relationship between the identified indicators and main ones. The topic of research and screening is presented to them by using the linguistic variables of Table 1 to express the importance of each indicator [38]. Triangular fuzzy numbers are used.
