The manuscript has been reviewed and the topic is interesting. In this study, the performance of joint optimization of urban water quantity and quality allocation in the Plain River Network, Jingjiang city, was evaluated. It is well written and the information is clear. The authors demonstrate a clear handle on the related literature as they do a tremendous job of placing their research in the broader context.
Before publication, I suggest to make some revisions in the text to make it clearer. Several suggestions have been listed as follow.
1.2.2 data: Provides links to web addresses where data is used in this article
2. Please discuss the applicability of this model to the future population and economic status of the study area.
3. In the context of climate warming, the predicted trend of the model results in this paper should be evaluated under different IPCC emission paths.

Comments and Suggestions for AuthorsThis study employed a multi-objective optimal allocation model to address the issue of water shortage resulting from poor water quality in urban areas situated within plain river networks. The findings present potential interest and utility; however, I have several major and minor comments for your consideration.
1. The Abstract could benefit from more detailed conclusions and discussions of the study's implications.
2. The research questions or objectives need to be more clearly articulated in the final paragraph of the introduction.
3. A number of lengthy sentences should be revised for brevity (e.g., check lines 116-119 and 177-181). Additionally, please proofread thoroughly to correct any spelling errors (e.g., line 106).
4. I recommend a redesign of Figure 1 to highlight the dense river network, given its significance as mentioned earlier in the text.
5. On line 287, further clarification is needed regarding the selection of these functions and the setting of genetic parameters.
6. In Figure 2, some captions are partially obscured by the charts, which should be addressed.
7. It would be beneficial to discuss any uncertainties and limitations of the study. Moreover, the paper could specify future research directions and address potential uncertainties in data analysis and interpretation.

Comments and Suggestions for AuthorsThis paper presented urban water quantity and quality allocation in the Plain river network area. The paper is well organized. However, I have a few comments.
Major comments: (1) The authors' specific enhancements warrant additional contemplation. Given the intrinsic link between urban water quantity and quality, this nexus should be articulated with clarity. Within the developed model, the methodology for accounting for water flow dynamics and quality transformations throughout the process requires elucidation. (2) Considering that variations in water quality and quantity typically manifest on a monthly rather than annual basis, the temporal resolution of the model merits further discussion to ensure its alignment with these fluctuations. Minor Comments: (1) Line 106, china should be China. (2) Line 113, "According to water users ......" is not clear. A reference should be cited. (3) Line 145, p is not defined. Comments on the Quality of English LanguageThis paper presented urban water quantity and quality allocation in the Plain river network area. The paper is well organized. However, I have a few comments.
(1) The urban water quantity and quality are connected, and how the connection can be considered is not adquately discussed. Also, the water should flow among different water user sections.
(2) All data are at yearly time scales, and in most cases, water shortage and water pollution happen at some months. So monthly data analysis is required.
(3) Line 106, china should be China.
(4) Line 113, "According to water users" should be clear.
(5) Line 145, p is not defined.
