Dear Author(s), I would like to thank you for the opportunity to read your manuscript entitled “Metric Development to Measure Overall Vehicle Effectiveness in Mining Transportation”.
The overall manuscript is well presented but has many spelling or grammar mistakes (e.g. line 56“Cargo transport focused on service level”, table 2: “Number of the driver available”).
The overall work is very interesting, as the problem related to a new metric to measure the effectiveness of the coal mining transportation process is very essential especially when applied it to real operation.
Here are some issues concerning your paper:
1. The overall purpose of the article is stated clearly in the Introduction but should also be underlined in the Abstract.
2. The literature review part presented is good. It presents what has already been achieved in the field of research and the gap knowledge is explained here.
3. In lines 77-78 You write to have: “single metric to enable the managerial team to monitor and evaluate the effectiveness of overall hauling operation performance”. Usually, the effectiveness of the process is influenced not only by the parameters indicated in the OVE factors or the ones presented in table 2, but also by many detailed elements: the age of the vehicle, load capacity or other technical parameters, the level of automation of the process. Please justify why none of them were taken into account in the research?
4. Table 2 is not clear to the reader since we do not know what is in the header of the table - it is not in the literature review, but in the research part of the manuscript.
5. The Methods part is logical and very well explained. However further results presented in Figure 1 are now shown. What were the “potential metrics” (line 231 and 253) compared to the “expert list” – what is Your comment on that?
6. There are some concerns about the method You use. Lines 270-273 “Delphi Survey included selected participants from mining experts, consultants, and lecturers. The participants are derived from selected experts from mining who are familiar with mining transportation as well as senior consultants and lecturer from reputable organizations.” Usually, the Dephi method is used for complex problems that are difficult and impossible to measure quantitatively. It is most often used to determine the probability or timing of future events. One of the principles of selection of experts is their diversity in terms of education and professional practice, they come from various fields of knowledge and scientific specialties. None of these rules apply to those selected for the survey through the interview presented in the manuscript.
7. Lines 309-310: “potential metrics into a single metric called Mining Transportation Overall Vehicle Effectiveness (MTOVE)” – how did it differ from the proposed one by Authors to the experts?
8. All maps in Figures and Tables are well presented and readable with appropriate citations in the main text.
9. Table 5 – what are the headings – what is this table about?
10. Figure 6 – shows what “diverse” opinion is presented by a group of experts, is this not objectionable?
1 11. Future research directions and the significance of the results of the research achieved are underlined and explained in conclusion part. It should also be extended.

The article contains a practical and scientific part of a subject that has been little addressed and needs to be studied.
1. Introduction
In the introduction it is possible to highlight the description of the problem in detail. In addition to why to carry out this study and what problem to solve. However, a little more emphasis can be placed on the scientific contribution of this article.
2. Literature
The literature is extensive and comprehensive. I wish the authors could add some references on heavy loading systems combined with geo-referencing which can help to enrich this extensive literature. DOI: 10.3311/PPtr.16384
3. Methodology
The methodology in Figure 1 is necessary to include the steps described for a better understanding of the figure. The methodology in general is understandable
4. Results
The results are understandable and comprehensible. You can understand the sequence easily and without any problem.
In general the article is very well structured if the authors make these small changes I am sure it will be a scientific contribution to the academy.

The paper is very well structured and its merit deals with important problems, both from theoretical as well as practical perspectives. In my opinion the Authors of the paper obtained all three research objectives, such as: estblishment, validation and application of a new metric to measure the overall effectiveness of the coal mining transportation (MTOVE) derived from the traditional overall equipment effectiveness (0EE).
The additional advantage of the study is mixed methodological approach based on literature review, three runds of Delphi surveys with experts (including mining menagers, academic and consultants) as well as quantitative testing and validation of proposed metric within case study of the coal mining companies located in Indonesia.
Despite of the indiscutable theoretical and practical contributions, the content of proposed MTOVE could be modified by taking in considaration to higher degree the unique challange of mining industry related to the key safty issues.
