Point 2: Please state the innovation of this MS.
Response 2: the comment was noted and the manuscript innovation was added on the last paragraph of the introduction starting from sentence no 90-95.
Point 3: Since this is a case study, the comparisons of current-related papers can be added to observe the benefits and disadvantages on these methods applied in related papers.

Oceniany artykuł porusza bardzo ważną kwestię dotyczącą ochrony zasobów wodnych. Jest to bardzo istotne we wszystkich krajach. Artykuł przeglądowy został dobrze przygotowany i poprawnie udokumentowany. Oceniany artykuł byłby cenniejszy, gdyby autorzy dostarczyli informacji na temat wielkości zasobów wodnych i ich jakości w RPA, a następnie odnieśli się do tych informacji na temat wdrażania polityki ochrony zasobów wodnych.

The article presents a topic of high interest on the legal area of water management on an administrative policy. The subject is current and very important for publication. My suggestion is to submit the article for grammar correction to check the text for grammatical or writing errors in order to improve it and give it a more formal appearance. Some sentences are grammatically wrong and there is no grammatical punctuation. For the reader, pauses and interruptions are important.
