In the article " Development of 3D Spatial Database Enabled IT 2 Framework for Land Agencies: Case Studies of Delhi, 3 India and Prague, Czech Republic", the authors have analyzed the current practices and data systems in Delhi and Prague qualitatively and proposed a conceptual 3D spatial database enabled IT framework for land agencies. The English is used corret and readable. But the organization needs to be improved, several figures and tables are rough, needed to be revised. For these reasons, I recommend a major revision.  

 

Detailed remarks.

- General 1. at first, about the organization: in Section 3 “Results”, from section 3.1 to 3.9, the main content is the qualitative analysis of current practices and data systems in Delhi and Prague, just “3.10. 3D Spatial Database Enabled IT Framework for Land Agencies But the title of “ is the results to some extent?  How about split Section 3 to two sections?

 

-Table 1,2,3,4 need to be revised, at least the text size needs to be unified.

-The Figure 8,9,10 are advised to be revised to fill the vertical page.

-Figure 9 shows an overview of 3D Spatial Data Enabled IT System. But the text description is not meet to the figure well.

In the paper the author reported a very interesting and valuable ideal. Personally, the manuscript could provide important implication for potential readers and it is presented and written well except some minor issues. Therefore I would like to suggest a major revision. The detailed comments are as follow:

  1. Line 26, Too many keywords, delete part of it to ensure it not exceed 6 words
  2. Line 77, Please provide more details for this part
  3. Figure 1, The words is too small and it is very difficult to understand what it means
  4. Line 99, There are too many subsections please revise it to make it more concise or combine part of sections
  5. There are two many figures and tables in the manuscript. I would like to suggest the authors to delete unnecessary figures or table or move part of it to the support information
  6. For the part of Discussion, I expect the authors to make more comparison between Delhi and Prague to analysis the similarities, differences and corresponding reasons between these two cities. In addition, it is more interesting to tell the admistrator of Delhi what can them learn from Prague?
  7. “3D spatial data enable IT framework is proposed to cater the various needs of land agencies ranging from 3D land tenure registration to monitoring of properties in multi-storey and high rise buildings.”, Please revise this sentence
  8. Please check and revise the format of the list of reference

The article is interesting and the topic is well presented, but the article needs some modifications of the structure.

suggestions

line 68- please clarify better the differences in economic development levels between Dehli and Prague.

line 99 - Considering the content, the structure of the paragraphs in my opinion shoud be changed:
the third paragraph should be titled in my opinion "State of art" instead of "Results".
This paragraph should include the "3.1 Current 3D practices of land agencies in Delhi"
and "3.2 Current 3D practices of land agencies in Prague" subparagraphs.
Then I suggest to insert another paragraph "4. Data capture and Data Analysis", including the actual 3.3, 3.4, 3.5, 3.6, 3.7, 3.8 subparagraphs.
In the end, the 3.9 and 3.10 subparagraphs could be inserted into the "5. Results" paragraph.

line 198. The subparagraph "3.5.2 Vertical Growth in Prague" should be divided in two, because from line 205 the topic
of the paragraph is about the advantages given by the creation of 3D spatial database enabled IT framework for land administration for Prague and Delhi. So it needs the creation of another subparagraph.
Please be careful in dividing correctly the sections of the paragraphs.
