On the type of the compensation in Japan, the author needs to clarify if it is legally regulated or just customarily practiced.

On the introduction, the author should provide mention the provision of legal framework of Japan on environmental regulations

"There are three reasons to support approaches of quantifications for Japan (as in the UK and the US)" the author should mention the practice in the UK and the US, because this is more of comparison 

When it comes to compensation, it means that the development project is of public interest, the author should clarify the owner and beneficiary of the renewable energy, the beneficiary of the conserved environment? how can these two be reconciled? 

What does the environmental conservation law/regulation of Japan talk about Environmntal impact Assessment? the conclusion should show some legal gaps than showing practices in other countries.

(1)In Section 2.1, explain the theory of social obligation and why it is used

 

(2)In Section 3, the criteria and quantitative approaches to landscape degradation in United States and the United Kingdom are less discussed.

(3)It is recommended that discussion be added to the last part of the manuscript to show the theoretical and practical value of the manuscript.
