The paper is quite clear, and the main ideas are well developed. In my opinion, this paper should be accepted but I think that some integrations might be useful.

 

I think it would be better to give a wider framework of the state of the art on the vulnerability of urban areas, without limiting to references actually used. Some interesting suggestions are:

I believe there are problems in Fig. 2. There is no perfect overlap between the map and colors.

As suggested, coherently with the approach developed in this paper, we completed the first section (Introduction) with some notes about the approaches to vulnerability assessment on the building and urban scales outlined in the contributions indicated, which were cited and included in the reference list.
