Very interesting paper focussed on a relevant question both in methodological and political side.
I would ask to enrich the introduction sector aiming to provide more details on the role of different tools apart crop insurance, e.g. to manage the effects of price volatility on commodity market linked to a need for public policy aimed to mitigate the effects of peak price.
Should be useful to stress throughout the text and in conclusion section which role public policy could play in this environment .
Concerning the methods and the empirical analysis, I would emphasize that limits of the method missing in the comment; should be due more consideration to the new methods adopted in the literature to tackle the question of on the climate change pattern and effects on reinsurance market and the possibility to develop a cat bond aiming to manage increasing amount of loss on primary sector.
I would suggest to read and consider in the literature the following paper:

Title: Expectations of the participants of the crop insurance system and their implementation
This article analyzes the theoretical expectations of the participants of the crop insurance system in Lithuania. The subject of the manuscript is intriguing, and it falls within the scope of the journal of Agriculture. Following is my evaluation of the paper:
1. Abstract requires a more articulate style of writing. This section should be re-written. The abstract should follow the guidelines of the journal. It should give a summary of the research, including the literature review, methodology, results, and conclusion, so that the reader can easily figure out the key features of the research.
2. Introduction section requires a more articulate style of writing as well as this section should provide a more precise evaluation of the significance of the study. This section should include more recent articles to help readers understand the climate change impacts on agriculture. For instant, The authors are suggested to add the following relevant articles in the line number 42.
(a) Climate variability, farmland value, and farmers’ perceptions of climate change: implications for adaptation in rural Pakistan
(b) Do credit constraints affect technical efficiency of Boro rice growers? Evidence from the district Pabna in Bangladesh.
To overcme the various climatic risks, insurance can play a significant role, thus, authors are suggested to add the following relevant articles in the line number 57.
(c) Smallholder farmers’ willingness to pay for flood insurance as climate change adaptation strategy in northern Bangladesh”.
Moreover, novelty must be presented more clearly, highlighted, and academic and professional applications need to be indicated.
4. The discussion section is well-written; nevertheless, the authors should discuss and compare their analytical findings with those of recent studies on the same topic in climate-affected nations in variious countries of the woorld.
For instant, the authors are suggested to add the following relevant articles in the line number 120
(d) An Empirical Assessment of the Interactive Impacts of Irrigation and Climate on Farm Productivity in Samarkand region, Uzbekistan
(e) Revegetation of coal mine degraded arid areas: The role of a native woody species under optimum water and nutrient resources”.
Proper geographical distribution of the references will broaden the study and allow it to be extended to other places. Papers from different journals that approach the subject are desirable as well.
5. Conclusion : Authors are suggested to add some limitations of the study in the Connclusion section.
6. Though this paper is written in simple, straightforward English that which makes it easy to read and understand, it needs to articulate more for a wider audience.
Decision: Paper can be published with major revisions.

The paper does not represent a contribution to science, nor is it conceived in a coherent manner while respecting the rules of scientific methodology. Also, it is not entirely clear what the goal of the paper was and who the obtained results could be useful for.
I encourage the author team to significantly revise the paper and resubmit.

- Modify the abstract - specify the research methods used more precisely. The abstract should contain a short Introduction (1 to 2 sentences), Objective of the paper (1 sentence), Methods and sample, more important results and a concise conclusion. The abstract must follow the structure of the paper. The goal of paper cannot be at the end! The suggestions, which are written in speech bubbles in the paper itself, should be taken into account.
- Modify the introduction as follows:
Make a short review to introduce the potential reader to the topic that is the subject of the paper.
The introduction practically hints at what will be shown in the paper.
In the introduction, state why the author became interested in the given topic.
The introduction should contain enough information for the reader to understand and evaluate the ideas and activity of the author, the achieved results, without first consulting the wider literature.

The manufacture of agriculture production products is the most sensitive to meteor-ological conditions. The main risks caused by adverse climate factors that Lithua-nia’s farmers confront are winterkill, hail, storms, and droughts. The aim of the study is to analyze the expectations of crop insurance system participants and to reveal the reasons for encouraging/discouraging farms to insure their crops in Lith-uania. All additional means (optimization of crop structure, changes in growing technologies) reduce the reliable harm of extreme climate change, but only technical, organi-zational means (crop insurance) can mostly reduce the loss of production.
The investigation was underway using the analysis of scientific literature.
Crop producers' expectations of risk mitigation are influenced by a variety of fac-tors: age, farm size, farming duration, locality, and farming practice. Farmers assess the government’s given support by way of compensation insurance fees. Farmers analyze the risk of the meteorological phenomenon and indicate that the farm would have huge damage from adverse climate conditions. The main obstacles to crop insurance are these: the farmers are too small for the insurance system; they want to separate risks insurance and to get more possibilities to choose from; accent development of evaluation and payment of harms after agreeing that the evaluation is objective.

We used your suggestion and the conclusions were rewritten.
- Lithuanian farmers experience the most losses due to frost, which occurs on average every third year and causes harvest losses of various sizes. Meteorological events cause the greatest damage to winter rapeseed crops, followed by damage to winter wheat, triti-cale, and smaller losses are related to summer crops due to rain, hail, and storms. Farmers suffer the least losses due to drought. Farmers in Lithuania are offered crop insurance products against meteorological phenomena that best meet customer expectations.
- In order to avoid losses and help adapt to climate change, it is necessary to focus more on implementing preventive measures to prevent damage from meteorological phenomena. In order to meet the respondents' expectations, it would be appropriate to apply technical and organizational measures that most help to reduce the negative consequences of extreme climate change events for crop production. Adopt the experience of European Union coun-tries and expand crop insurance activities.
- To strengthen the cooperation between the private and public sec-tors of Lithuania, cooperating in the field of agricultural insur-ance, by applying the insurance premium compensation and rein-surance system. An efficient crop insurance system can only be created through the flexible cooperation of farmers, insurance companies and the state.
- It is necessary to take into account the sociodemographic charac-teristics of consumers, because they directly determine the reasons for banning or not banning crops. It can be said that knowing the socio-demographic characteristics of consumers can be used to adapt insurance services.
